The second phase of the Qingqing Hydrogen No 1 Songyuan Hydrogen Energy Industrial Park project broke ground on Oct 20 in Songyuan, Jilin province, with a total investment of 10.83 billion yuan ($1.52 billion).

Developed by China Energy Engineering Co, the green hydrogen, ammonia, and methanol integrated project aims to advance China's renewable-powered green fuel industry toward large-scale commercial operations.

Once both phases are completed, the project will have an annual green ammonia production capacity of 600,000 metric tons, marking China's first transition from demonstration to commercial-scale production of green ammonia using wind and solar power coupled with green hydrogen.

The first phase began operations on Dec 16, 2025, and has achieved full-load production of synthetic ammonia. On Oct 13, its green ammonia was used in the world's first ship-to-ship bunkering operation involving green ammonia fuel in Zhoushan, Zhejiang province, completing the full chain from production and storage to transport, bunkering and application.

Compared with the first phase, the second phase will double renewable energy capacity to 1,600 megawatts and cut unit green ammonia production costs by more than 10 percent. It will also adopt more flexible synthesis technology and digital management systems to improve efficiency.

With international certifications and long-term supply agreements already secured, the project is expected to connect China's abundant renewable energy resources with overseas markets for low-carbon fuels, offering a scalable model for the global green hydrogen, ammonia, and methanol industry.
