Jilin city in Northeast China's Jilin province has unveiled its development blueprint for the 15th Five-Year Plan period (2026-30), aiming to establish itself as a provincial sub-center with stronger economic strength, innovation capabilities, and urban influence.

The city targets an average annual GDP growth of at least 5.5 percent through 2030, while advancing technological innovation, improving living standards, and strengthening urban resilience.

The city plans to strengthen four major industrial bases covering chemicals, carbon fiber, ice and snow, and clean energy, while expanding five industrial clusters in specialty agricultural products, metallurgy, pharmaceuticals and healthcare, equipment manufacturing, and modern services. It will also explore emerging fields such as the low-altitude economy, digital economy, silver economy, and pet economy.

Jilin city aims to establish a world-class carbon fiber industrial base by expanding production, cultivating more specialized companies, and accelerating downstream applications in areas such as low-altitude transportation and new energy.

It also seeks to build a national clean energy base by expanding hydropower, wind and solar power, hydrogen energy, and energy storage.

Ice and snow will be another major growth engine. The city will integrate sports, culture, equipment, and tourism, using major events such as the Changchun 2027 Winter Universiade as catalysts to attract visitors, showcase local products, and create new consumption opportunities.

Efforts will be made to strengthen coordination among industries, promote technological innovation, and turn its resource and industrial advantages into new drivers of high-quality growth.
