As the main flood season coincided with Typhoon Bavi, Wanlong town in Meihekou city, Jilin province, launched a comprehensive emergency response to minimize flood risks and protect residents. In response to forecasts of intense rainfall and rapidly rising river levels, the town quickly mobilized officials, emergency responders, and village workers.

Special working groups conducted door-to-door visits to explain the risks posed by Typhoon Bavi, share flood safety knowledge, and distribute emergency information cards to vulnerable households, detailing evacuation sites, emergency contacts, and designated assistance personnel.

Authorities also inspected flood-prone areas, geological hazard sites, and communities along the Huifa River, updating evacuation records to support rapid emergency response. River embankments were reinforced, vulnerable levee sections sealed, and warning signs installed in high-risk areas, including riverbanks, low-lying zones, and railway underpasses.

Reservoirs and ponds were placed under 24-hour monitoring, while floodgates were fully opened and spillways cleared to increase discharge capacity.

As rainfall intensified, the town escalated its emergency measures by organizing hourly patrols and coordinating the evacuation of residents in at-risk areas. Dedicated ambulances were arranged for elderly residents and people with medical needs. In total, an additional 2,801 residents from 1,078 households living along the Huifa River and in low-lying areas were safely relocated, ensuring no one was left behind.
