Jilin pushes for higher-quality livelihoods

Jilin province has unveiled a broad package of measures aimed at improving public services, healthcare, employment, elderly care and environmental quality during the 15th Five-Year Plan period (2021-25), as part of efforts to advance high-quality development and enhance people's well-being.
At a recent news conference focused on safeguarding and improving people's livelihoods, provincial authorities introduced major plans covering social assistance, employment, healthcare, housing, ecological protection and elderly services.
Authorities said Jilin will continue strengthening its social safety net by raising support standards for low-income families, seniors, children in need and people with disabilities. The province will also improve digital social assistance platforms and expand smart, fast-response relief services to make aid more accessible and efficient.
Facing a rapidly aging population, Jilin plans to accelerate the development of inclusive elderly care services and the silver economy. Community-based elderly care facilities, home-care support and long-term care services will be expanded, while efforts will be made to develop healthcare, wellness tourism and smart elderly care industries.
Employment and income growth remain major priorities. Jilin aims to create 1 million new urban jobs over the next five years while supporting entrepreneurship, vocational training and talent retention.
In healthcare, the province will continue strengthening grassroots medical services and regional healthcare networks. Authorities plan to improve disease prevention systems, enhance chronic disease management and expand access to high-quality medical resources in county-level and border areas.
