Changchun police have introduced 20 new measures to deepen the development of a law-based business environment and improve services for enterprises and residents, with a focus on modern urban development, industrial innovation, public services and opening-up.

The measures include the launch of the "Changchun Modern Metropolitan Circle Public Security QR Code Platform", integrating services related to household registration, immigration, vehicle management and public service guidance.

To support economic development, the city will establish green channels for investment projects, improve talent and household registration services, and provide full-process support for major projects through dedicated police liaison mechanisms. Enterprises will also benefit from 24-hour complaint channels, quarterly business risk prevention guides and the stronger protection of intellectual property rights, trade secrets and market competition.

In emerging industries, Changchun will strengthen drone safety supervision, support the development of vehicle-road-cloud integration projects, improve cybersecurity cooperation with internet platforms, and refine regulation of new business formats such as e-sports hotels and short-term rental accommodations.

To facilitate opening-up, the city plans to improve services for foreign professionals, support the implementation of the 240-hour visa-free transit policy and assist the development of international cooperation platforms, cross-border e-commerce and bonded zones.
