Jilin unveils blueprint for modern industrial transformation

The Information Office of the Jilin Provincial People's Government recently held a news conference as part of its series on launching the 15th Five-Year Plan (2026-30), outlining efforts to build a modern industrial system with local characteristics and promote high-quality development.

Jilin's GDP reached 1.5 trillion yuan ($210 billion) during the 14th Five-Year Plan (2021-25), while grain output remained above 40 billion kilograms for five consecutive years. By the end of 2025, new and renewable energy capacity had reached 33.90 million kilowatts, accounting for 65.8 percent of the province's total installed power capacity.

For the 15th Five-Year Plan, Jilin plans to develop a "2266" modern industrial system, including two trillion-yuan-level industries – agriculture and agricultural product processing, and tourism – alongside key sectors such as automobiles and auto parts, new energy, new materials, AI, and hydrogen energy.

Jilin will continue upgrading traditional industries, including automobiles, petrochemicals, and agricultural processing, through intelligent, green, and high-value development. New energy development will remain a major focus, with the province aiming to raise installed new energy capacity to 70 million kW by 2030 and accelerate the construction of zero-carbon industrial parks.

The province also plans to expand production of green hydrogen, green ammonia, and green methanol, targeting an annual green hydrogen capacity of 1 million metric tons by 2030.

Officials also highlighted plans to develop the low-altitude economy, satellite technology, carbon fiber, and intelligent manufacturing sectors. Jilin currently hosts nearly 300 low-altitude economy enterprises, while the Jilin-1 commercial remote sensing satellite constellation has grown to 152 satellites in orbit.
