Lawmaker focuses on returned overseas Chinese services and energy efficiency

During the annual session of the National People's Congress (NPC), Deputy Wang Tingshuang proposed measures to strengthen grassroots services for returned overseas Chinese communities and promote the efficient use of domestic energy resources.
Wang noted that returned overseas Chinese federations play a crucial role in connecting with communities and delivering services. However, the distribution of grassroots federation organizations remains uneven across the country.
In some economically developed southern provinces, a complete service network has been formed from the provincial to the village level. In contrast, northern and less-developed regions still lack basic organizational structures, limiting the ability to connect with new returned overseas Chinese groups and support local development.
Wang suggested strengthening top-level planning, expanding pilot service stations in townships and industrial parks, and providing financial support to help less-developed regions establish organizations and train personnel.
Wang also encouraged the country to introduce targeted policies to support the development of oil and gas tailings resources, saying that the development of tailings wells is highly sensitive to fluctuations in international oil prices, and many low-yield wells risk closure during periods of low prices.
He recommended fiscal and tax incentives, including adjustments to special petroleum revenue policies and reductions in resource taxes, while encouraging market-oriented participation from investors of different ownership types to improve resource utilization.
