Bai Yujing, a drainage worker with Liaoyuan Water Group in Jilin province, was elected as a deputy to the National People's Congress (NPC) in 2023 after having spent 27 years maintaining the city's underground sewage network.

Early in her tenure, Bai participated in an NPC training program on carbon peaking and carbon neutrality, completing 22 pages of study notes and deepening her understanding of the principles and policy logic behind green development.

Bai has focused on legislative reform and public welfare, with relevant national authorities carefully considering her two lead motions and 21 suggestions on food and drug safety, traffic safety, education, forestry, taxation, and the protection of minors over the past three years.

Beyond legislative work, Bai organized a volunteer service team to resolve sewage overflow issues in aging residential communities, renovating drainage systems in more than 200 buildings. During flood seasons, she also collected and returned over 10,000 lost license plates, with banners of appreciation from residents standing as recognition of her dedication.
