Han Fengxiang, a deputy to the National People's Congress (NPC) from Northeast China's Jilin province, has been preparing for this year's annual two sessions, having long worked on the front lines of agricultural production, representing grassroots farmers at the national level.
Elected in 2023, Han remains committed to what she describes as "safeguarding the black soil, striving for better harvests, and speaking for the people". Over the past year, she has continued visiting villages and conducting field research, gathering first-hand insights to ensure local voices are authentically reflected in national deliberations.
This year, her primary focus is on advancing smart agriculture and promoting deeper integration between high-standard farmland development and modern agricultural machinery. She believes technology-driven farming and improved infrastructure are essential to enhancing productivity and strengthening food security.

Han plans to make additional suggestions on implementing interprovincial DRG-based medical insurance payment management to improve cross-regional healthcare access. She also proposes prohibiting the three major telecom operators from sending unsolicited advertising messages, aiming to better protect consumers' rights and daily privacy.
