Deputy advocates skills, green growth, and campus safety

Bai Jingyang, a welder team leader at China Petroleum Jilin Chemical Engineering and Construction Co, is serving his fourth year as a deputy to the National People's Congress (NPC).
Over the past year, Bai has conducted research across universities, research institutes, and energy and chemical project sites. In his opinion, performing a deputy's duties extends far beyond the annual two sessions; it is a year-round commitment. Several of his previous suggestions have received policy responses, reinforcing his dedication to continued advocacy.

For the opening year of the 15th Five-Year Plan (2026-30), Bai is bringing three suggestions rooted in frontline experience: breaking bottlenecks in certification requirements for skilled workers, advancing the development of the biomethane industry, and strengthening campus safety through improved monitoring systems.
On campus security, he suggests building a comprehensive and strictly managed monitoring framework with full coverage of key areas, standardized evidence procedures, and stronger personal data protection.
To support biomethane development, he advises enhancing feedstock supply systems, increasing policy support for qualified projects, and accelerating green certification and trading mechanisms.
