Jilin advances business environment reform

The Information Office of Jilin Provincial People's Government held a news conference on Feb 27, interpreting the province's 2026 Key Action Plan for Continuously Optimizing the Business Environment, which outlines 31 measures across seven areas: market, administration, resources, credit, openness, industry, and law.
The plan aims to create a fair, predictable market environment by simplifying approvals, removing hidden barriers, and ensuring equal rights and opportunities for all enterprises. Administrative efficiency will improve through digital services, one-stop processing, and smart, integrated solutions, making government services easier, faster, and more convenient.
Key production factors such as land, capital, talent, and data will be better allocated to address financing, land use, and labor challenges, supporting major projects and priority industries. The plan also strengthens credit management, rewarding trustworthy actors and restricting untrustworthy ones.

Jilin will expand open economic opportunities, streamline foreign investment services, and enhance trade efficiency, while promoting sustainable industrial growth and deepening the integration of its business environment with locally advantageous sectors like ginseng, grain, and so on.
Legal protections, including intellectual property and enforcement of common standards, aim to give businesses the confidence to invest and grow.
The plan emphasizes benchmarked reform, industrial guidance, and digital empowerment, ensuring that policies, services, and processes are responsive, efficient, and closely aligned with enterprises' needs.
