Jilin launches 1st TIR+9610 export route

Two trucks bearing TIR (Transport International Routier) signage departed from Changchun Xinglong Comprehensive Bonded Zone on Feb 26 after completing all customs procedures. Traveling north via Manzhouli Port, the vehicles are directly bound for Moscow, marking the launch of Jilin province's first TIR+9610 export business.

The two trucks carry 1,133 parcels weighing 23.8 metric tons, mainly small home appliances and auto parts tailored to the Russian market.

The breakthrough establishes a new integrated model combining TIR international road transport with cross-border e-commerce, creating a faster and more efficient logistics corridor for Jilin's northbound trade and supporting deeper participation in the Belt and Road framework.

The TIR system, based on the UN Convention on International Transport of Goods Under Cover of TIR Carnets, enables simplified customs clearance featuring one-time declaration, sealed transport, and direct delivery without unloading or cargo inspection en route. The 9610 model refers to the special customs supervision code for direct cross-border e-commerce exports.

This model significantly improves efficiency for small-batch, high-frequency shipments while reducing logistics costs.
