Changchun metropolitan circle advances integrated public services

Changchun in Northeast China's Jilin province announced new measures on Feb 5 to expand cross-city government services across the Changchun metropolitan circle, marking a major step toward administrative integration among Changchun, Jilin, Siping, and Liaoyuan cities.
Since the release of the Changchun metropolitan circle development plan in October last year, the four cities have jointly advanced reforms under the "Internet + government services" framework. Through a dual-channel model combining online service zones with offline service windows, authorities have introduced the first list of high-frequency services available across the metropolitan area.
The initial list focuses on everyday public needs, covering social security, education and employment, transportation, household registration, identity certification, and services for people with disabilities. Services such as issuing proof of kinship can be completed online within seconds via the dedicated metropolitan area section of the Jishiban platform, significantly reducing time and labor costs.
Changchun's government service centers have rolled out supporting measures, including multi-location access across cities, districts, townships, and community service centers; dedicated service windows; unified standards among the four cities; and door-to-door assistance for residents with limited mobility.
New progress has also been made in public security and education. Taxi driver qualification certificates can now be processed fully online, while the Changchun Metropolitan Circle Cloud School online platform offers free, one-click access to over 7,000 high-quality courses taught by more than 2,100 teachers, enabling shared educational resources across the region.
