Jilin delivers 20 livelihood projects with tangible public benefits

The second news conference interpreting the Jilin government work report was held on Jan 28 during the provincial two sessions. Officials said all 20 livelihood projects launched in 2025 were completed to a high degree of quality, delivering tangible improvements to people's daily lives.

In 2025, the government focused on seven key areas, including social security, assistance for vulnerable groups, education, healthcare, elderly care, cultural and sports services, and public facilities.

By the end of the year, all related initiatives had been fully implemented.

Public health and education services were expanded. Free genetic metabolic disease screenings were provided for 9,721 newborns in key areas, while 5,489 workers from small and micro enterprises in key counties received free occupational health examinations.

The province also distributed 50,000 book purchase cards and 105,000 e-reading cards free of charge to students in need and special groups.

Public sports and fitness facilities continued to be improved. Jilin built 32 public ice rinks and 34 outdoor fitness centers, making ice and snow sports and everyday fitness more accessible to local residents.

Rural living conditions and transport services also saw steady improvement and progress. Rural domestic wastewater treatment or control was completed in 1,647 administrative villages. Passenger transport services were upgraded through the bus-oriented reform of 132 routes and the introduction of clean and comfortable new-energy buses, reducing travel costs and improving convenience.

Social assistance standards were raised for low-income households, people in extreme difficulty, orphans and individuals with disabilities.

Urban minimum living allowances reached a monthly average of 723 yuan ($101.22) per person, while basic living standards for urban and rural residents in extreme difficulty rose significantly.

Child welfare standards for orphans and children without effective guardianship were also increased.

During the 14th Five-Year Plan period (2021-25), Jilin built or upgraded 16,000 kilometers of rural roads, addressed 27,000 kilometers of poor connectivity, implemented 11,000 km of road safety projects, and renovated 812 dilapidated bridges, further strengthening rural infrastructure.
