Jilin unveils well-being blueprint for 15th Five-Year Plan

Northeast China's Jilin province has outlined an ambitious vision for public well-being as officials introduced key initiatives for the upcoming 15th Five-Year Plan (2026-30) at a recent news conference held by the CPC Jilin Provincial Committee, where departments detailed new programs aimed at strengthening social welfare, employment, healthcare, and environmental protection.
The Department of Civil Affairs of Jilin Province announced the "Silver Economy Empowerment Initiative", which will expand eldercare services and industries. Over 60 projects are planned, including the creation of more than 10 silver-economy industrial parks and over 100 long-stay eldercare service institutions.
The province will also promote full-coverage eldercare tourism routes. Social assistance will be refined through a dynamic mechanism that links minimum living standards to per-capita consumption, streamlines one-stop processing, and provides targeted services for low-income households.
Support for orphans will also increase, with higher care standards, expanded scholarship programs, and synchronized assistance for adults and children.
To boost employment and innovation, the Department of Human Resources and Social Security of Jilin Province will nurture new occupations, deepen social security reforms, and strengthen labor protections for new forms of employment.
The Department of Ecological Environment of Jilin Province will promote clean energy transitions, advance major river and lake governance, control soil pollution, and implement biodiversity protection actions to build low-carbon, beautiful cities and villages.
Other departments will introduce measures to upgrade construction methods, improve real-estate policies, and expand high-quality, shared healthcare services across the province. Leaders concluded the event by addressing questions from media outlets.
