Plenary session charts course for high-quality development

The seventh plenary session of the 12th CPC Jilin Provincial Committee was convened on July 25 in Changchun, capital of Northeast China's Jilin province.
The meeting underscored high-quality development as the defining theme of China's economy in the new era and a vital tool for navigating complex challenges and improving economic performance.
To this end, the plenary called for accelerating the construction of a modern industrial system. Jilin will fast-track new industrialization and drive the transformation of traditional sectors, with a strong focus on emerging industries including new energy, advanced equipment, new materials, and biopharmaceuticals.
The session further emphasized the importance of reform and opening-up in driving high-quality growth. Jilin will integrate into the national unified market, improve the business environment, deepen reforms of State-owned assets and enterprises, and enhance trade capacity by utilizing its advantageous geographical location.
Full rural vitalization is regarded as a key pillar of growth. Efforts will concentrate on increasing grain production, strengthening rural industries, encouraging leading agricultural processing firms to operate closer to production bases, and expanding county-level economies. Urban-rural integration will advance through county-centered urbanization, coordinated spatial planning, and infrastructure development.
The plenary also called for more substantial efforts to promote sufficient and high-quality employment, resolve pressing public concerns, and build a modern people-centered city. It urged vigilance in ensuring safety, flood control, and social stability.
