Jilin province and Entre Ríos province established a friendly relationship on November 4, 1996.

Entre Ríos is a central province of Argentina, located between two rivers, the Paraná to the west and the Uruguay to the east, the latter of which forms the Uruguayan border. The province's name means "between rivers". The city of Paraná, on the Paraná River, is the provincial capital.

With an area of 78,781 square kilometers, Entre Ríos accounts for 2.83 percent of the total area of Argentina. The province, on the north-south axis between Argentina and Brazil and the biological corridor between Uruguay and Chile, is of great strategic significance.

Entre Ríos is a part of the Mesopotamian region, surrounded by the provinces of Buenos Aires, Santa Fe and Corrientes, and Uruguay. According to statistics from the United Nations Development Program, the province's literacy rate is 97.9 percent and the human development index (IDH) is as high as 0.84.
