Jilin province and Gangwon-do province established a friendly relationship on August 22, 1998.

Gangwon-do, a province of South Korea, with its capital at Chuncheon, is bounded in the east by the Sea of Japan, and borders Gyeonggi-do to the west and Chungcheongbuk-do and Gyeongsangbuk-do to the south.

The province is mountainous, with low temperatures all the year around. Summer is cool and winter is continuously cold with heavy snowfall, making it suitable for skiing and other winter sports. In February 1999, Gangwon-do held the Asian Winter Games. In February 2018, the 23rd Winter Olympics was held in Pyeongchang county. Gangwon-do is also a romantic tourist destination and the birthplace of Hallyu culture, or "Korean wave", in South Korea.
