Jilin province is harnessing the opportunities presented by the new wave of technological advancements and industrial transformations. With a focus on cultivating new quality productive forces, the province is experiencing a surge of dynamic energy, propelling it towards a path of high-quality development.

The strategies employed include revamping traditional industries, fostering the growth of emerging sectors, and nurturing future industries. Significant efforts are directed towards breakthroughs in disruptive and cutting-edge technologies, facilitating the upgrade of traditional sectors, and ensuring uninterrupted development progress.

Innovative endeavors are pivotal, aiming to unlock key core technologies and expedite the introduction of cutting-edge innovations. This approach is fundamental to fostering the emergence of new quality productive forces.

Recent reports, such as the "2023 China Regional Innovation Capability Assessment Report", highlight Jilin's remarkable progress, with the province ascending six places in the innovation capability rankings, leading the nation in terms of improvement.

Initiatives such as the "Butterfly Emerging from Cocoon" action plan for technology-based small and medium-sized enterprises have been launched throughout the province. This initiative supports the growth of 104 start-up technology enterprises. Additionally, a subsidy of 140 million yuan ($19.35 million) has been allocated to support scientific research and experimental development in 1561 enterprises. Furthermore, 596 science and technology talents have been deployed to serve as "vice presidents of innovation" in various enterprises.

Jilin's dedication to tailoring the development of new quality productive forces to local conditions is evident in the active fostering of four major clusters – agriculture, equipment, tourism, and big data. Simultaneously, increased efforts have been made to accelerate the development of six emerging industries – new energy, materials, medicine, health care, services, and e-commerce. The province is also focusing on building new infrastructure, lifestyles, and consumption patterns.
