As one of the first batch of national wind power bases with a capacity of tens of millions of kilowatts – and the only local wind power absorption demonstration zone in the country – Baicheng city is a national demonstration city for new energy and a leading base for photovoltaic power generation applications.

The Photovoltaic Leader Program is a special support program for solar power initiated by the National Energy Administration in 2015. In 2017, Baicheng stood out among 34 applicant cities nationwide and became one of 13 selected cities. It was approved by the State as the third batch of leading bases for photovoltaic power generation applications and it is the only approved city in the northeastern region. The Xingdong 220 kV Photovoltaic Boosting Station in Baicheng is a facility supported and constructed under the Photovoltaic Leader Program.

The construction of the Xingdong Photovoltaic Boosting Station and two solar power plants started in September 2019 and successfully connected to the grid in June 2020. The vast expanse of deep blue photovoltaic modules shines under the sunlight. The annual power generation capacity is about 370 million kilowatt-hours, making it the main force in the construction of the Land-based Three Gorges project in Jilin province.
