Built in the 1930s, the main building of this two-story structure covers an area of approximately 900 square meters. While the interior has undergone some renovations, the main exterior remains intact. It is now the location of the Baicheng Railway Workers' Cultural Palace.

The former site bore witness to the pivotal role played by the Liaoning-Jilin Provincial Committee in the construction of the Western Manchurian base. It also commemorates the historic contributions made by the older generation of proletarian revolutionaries, represented by Tao Zhu, in the liberation of Northeast China. This site is a typical relic of the Communist Party's leadership institutions within Jilin province and is a core resource for red culture. In 2007, it was listed as part of the sixth batch of protected cultural relics by the People's Government of Jilin Province.
