Li Wenhui, deputy director of the Equipment Department of Jilin Baishan Jidian Energy Development Co – and a Jilin province deputy to the ongoing 14th National People's Congress or NPC in Beijing – tabled a suggestion proposing a hydrogen-based green energy demonstration base to promote the development of strategic emerging industries.

He said a hydrogen-based green energy trade network should be developed, with Northeast China's Jilin province being its pilot. This would create a hydrogen product trade cluster and a new regional economic growth pole driven by hydrogen-based green energy.

Li said it was necessary to give full play to the role of coal and to improve the guaranteed capacity of conventional power production and supply. The operations stability of coal-fired power units should be improved to ensure the basic security of the power grid, he added.

In addition, small, diverse, remote enterprises and individuals should be encouraged to invest in the new energy industry.

They should be encouraged to promote the large-scale and high-quality development of the user-side comprehensive smart energy industry. This would help the development of the new energy industry and achieve the goals of energy conservation, emissions reductions and carbon reductions.
