Zhu Yabo, a deputy to the 14th National People's Congress or NPC, is set to submit motions in Beijing detailing measures to promote rural vitalization in Northeast China's Jilin province, according to local media reports.

Zhu has called for cultivating high-quality rural labor through various measures such as skills training and improving the quality of rural public services.

Over the past 18 years, from operating a simple flower greenhouse in the region to establishing a flower and tree planting base, Zhu has acted to help surrounding farmers increase their incomes.

In 2005, by chance, she got to learn about the flower industry. In 2006, she used a simple shed to try to plant flower varieties such as saffron, peacock grass, morning glory and marigold. The business was directly transferred from potted plants to flower, greening and beautification projects and her market share in the local flowers sector gradually increased.

In 2014, Zhu became a partner of the Yujingyuan flower seedling planting base in the county-level city of Yushu, administered by Changchun city, in Jilin province.

With the regular training sessions given by Zhu to villagers on planting flowers, vegetables and grapes every year, more villagers have seen an increase in their incomes by learning technical knowledge.

So far, with Zhu's guidance and help, more than 160 local villagers have developed greenhouse vegetables and 12 villagers have planted flower seedlings, while the annual income of the families of the villagers has increased by more than 40,000 yuan ($5,796).
