Hua Shucheng, a deputy to the 13th National People's Congress, or NPC, suggested that in addition to gradually increasing individual premiums and government subsidies at all levels, further improvements should be made to the multi-channel financing mechanism for urban and rural residents' medical insurance.

Hua is an NPC deputy from Northeast China's Jilin province.

He suggested that the promotion of entry-level commercial health insurance should be focused on.

Hua said it was necessary to establish a fund allocation mechanism between employee medical insurance and urban and rural residents' medical insurance.
