Qin He, a member of the Jilin Provincial Committee of the CPPCC and president of Jilin International Studies University, recently submitted what was regarded as being a fascinating proposal to the CPPCC Jilin Committee.

In it, she suggested the province made more concerted efforts in cultivating its top innovative talent.

According to Qin, at present, Jilin province has not yet developed a comprehensive innovative talent training system. She said the lack of top-notch innovative talent supply had become a major bottleneck restricting the province's economic and social development.

Qin proposed strengthening the systematic training of talent and underlining the role universities and colleges played in training.

She suggested that courses, teachers and teaching activities should be arranged scientifically to form a profound eco-system for the development of top innovative talent.

In addition, she added, the relationship between the cultivation of top-notch innovative talent and a balanced education should be properly handled.

The main focus of a balanced education was equity, she concluded, facing every student in their learning. The focus on the training of first-class innovative talent must be, she added, to cultivate their minds in a milieu of elite education.

According to Qin, Jilin should not only strive to undertake education for all its students, but also pay attention to the education of talent, especially the education of children with extraordinary intelligence.
