Jilin province continues to enhance business environment

Jilin province remained a frontrunner in terms of business environment improvement in Northeast China with 270,000 market entities newly registered in the province in the first half of 2021, a year-on-year growth of 53.3 percent, Jilin Daily reported.

The province has actively promoted the separation of operating permits and business licenses, and 523 items have achieved "reduction of certificates after approval" and simplified examination and approval.

Jilin implemented a notification and commitment system for certification matters and business license matters related to enterprises, and further sorted out the list of business license matters related to enterprises in the province. 

Jilin has established a standardized system for business scope, application documents, materials submission, and handling procedures to achieve standardization of business establishment.

It has reduced the time limit for compulsory product certification exemption from five working days to three working days.

During the six-month period, a total of 3,793 individual industrial and commercial households were re-registered as corporate enterprises, sole proprietorship enterprises, or partnership enterprises, lifting the total number to 11,181.

In addition, the market competition order in the province continues to be regulated.

Jilin strengthened its fair competition review, spot-checked 326 documents from various localities and departments, and discovered nine documents that violated the review standards. It has strengthened anti-monopoly law enforcement, focusing on key areas related to people's livelihood and the business environment.

In the second half of the year, Jilin province will continue to deepen the reform of the access system and achieve undifferentiated acceptance and non-face-to-face approval within the province.

It will promote the introduction of market entity residence registration management measures to further reduce business operating costs and achieve free enterprise registration and setting up before the end of the year.
