Established in 1991 following the approval of the State Council, Changchun High-Tech Industrial Development Zone is one of the first batch of national high-tech zones. It is also the first national development zone in Northeast China’s Jilin province. Following nearly three decades of development, the zone in Jilin’s capital city of Changchun currently has a strong industrial foundation, sound innovation capabilities, an excellent ecological and livable environment, as well as outstanding brand advantages. It is an innovative hub in Changchun and even in Jilin province.

In February 2016, on the basis of the high-tech zone, the State Council established the Changchun New Area, which is the 17th national new area. The area has a planned area of approximately 499 square kilometers, covering Changchun High-Tech Industrial Development Zone, Beihu Technology Development Zone, Changde Economic Development Zone and Konggang Economic Development Zone.

Changchun High-Tech Industrial Development Zone is the foundation a driver that supports the development of the Changchun New Area. The zone has jurisdictional area of 55 sq km with a resident population of more than 300,000. In 2018, the zone’s GDP reached 100 billion yuan ($14.1 billion), the growth rate of investment in fixed assets exceeded 50 percent and the growth rate of economic indicators such as local fiscal revenue and total industrial output value exceeded 10 percent.

Industrial development

The zone boasts emerging industries including advanced equipment manufacturing, biomedicines, optoelectronic technology, software big data and the high-end services sectors. The total number of registered enterprises in the zone now tops 10,000, including 131 foreign-invested companies -- including Hong Kong, Macao and Taiwan funded firms -- and 41 of the world's top 500 companies. The automobile and parts industry based there occupies a leading position in the country, with leading enterprises such as FAW Volkswagen and FAW sedans. It is a hub for R&D and manufacturing enterprises of automobiles and high-end parts in Jilin province. Changchun Automotive Electronics Industrial Park is recognized as a national automobile electronic industry base.

It also boasts more than 400 biopharmaceutical companies and is the largest vaccine production base in Asia and the largest gene drug production center in the country. There are 450 optoelectronic companies in the zone, making it a national optoelectronic high-tech industrialization hub.

Scientific and technological innovation

The zone boasts rich innovation resources, with 105 national-level R&D institutions. These include 10 national technology transfer demonstration institutions, 12 national-level key laboratories, six national-level enterprise technology centers, 23 post-doctoral research stations and seven academician workstations. In addition, the zone has attracted more than 1,000 overseas returnees and has been selected as a national innovation talent training demonstration base.

Environment

The zone has two reservoirs, two rivers and four parks, with a green coverage of 40 percent. With more than 10 colleges and universities -- such as Jilin University and the Jilin Animation Institute -- it has attracted many high-quality education, medical and cultural endeavors to locate there. There are also leisure and commercial facilities, making it one of the best choices for living and working in Changchun city.
