Changchun introduces new shift system into government service centers

A shift system has recently been introduced into the government service centers in Changchun, Jilin province, to help tackle the problem of inconvenient working hours in the government offices and service centers.

There are now officers working shifts behind the service windows at almost every service center in Changchun from 11:30 to 13:00. People can come to the centers to apply for various kinds of licenses or credential cards during their lunch break without the need to ask for leave from their jobs.

"I came here to get my hygiene license for food production and marketing, and I thought that I would have to wait for the lunch break to finish. But as a surprise, I got my work done within 20 minutes!" said Zhang Fenghua, who runs a wholesale food store in Kuancheng, Changchun.

According to Liu Tongshui, chief of the Government Service Section of the Government Service Center in Kuancheng, more than 8,000 cases have been dealt with during the one and a half hours since the center reformed its work system in 2017.

The capital city of Jilin province has been dedicated to standardizing its government services for more than two years. A number of public service centers and government service center have been uniformly designed and decorated; self-service machines have been equipped at some police stations to provide 24-hour certificate service for ID card; online government services have also been offered on Baidu Knows (百度知道) since a corporation agreement was signed with Baidu on September 26.
