A Village

This is the fourth day of our stay. Villagers out of poverty, ordinary villagers, Party members and village cadres all expressed their views and understanding of the great changes in Beigou Village. To sum up, there are about four points: grasping good policies, having a good leader, the leading role of the Party members, and the hard work of farmers in Beigou Village.

After being elected as the village Party Secretary in 2007, Liu Zhanwen had one thing on his mind all the time: leading the whole village to build greenhouses.

Organizing the whole village to do one thing together is quite a daunting challenge.

Each of the more than 3,000 villagers has different situations and varied thoughts. How can they be unified in thinking and in doing one thing? How can they re-concentrate the most precious land in their hands, and how can they plan and develop them together in a unified manner in the village?

Liu Zhanwen has two pieces of experience: First, under the overall leadership of the Party, Party members must be in the vanguard. Second, "people's heart is priceless", so we must always put the interests of the villagers in the first place.

In the process of concentrating the land, when encountered with villagers who did not agree to transfer their land, Liu Zhanwen used his own grade-1 land to exchange for infertile land of the villagers at the ratio of 1.5 mu : 1 mu. The village Party Secretary took the lead, and the village cadres and Party members showed various magical powers of their own in “pooling” villagers through various interest concessions.

In the beginning of the construction, there was a shortage of funds. The members of the village lead team urged various relationships from Harbin, Fuyu, Yushu and other places to provide the villagers with electrical wires, color steel tiles, greenhouse cloth, etc. on credit; in case of some things that could not be credited. The lead team members made advance payments of more than 400,000 yuan out of their own pockets.

In 2014, the state issued a subsidy of tens of millions yuan for the greenhouse and film mulch project. At that time, Liu Zhanwen had his own cooperative, and his family and relatives all tried to persuade him to get this "large sum of money" for the cooperative of his family.

"The subsidy must be paid to each of the farmer households engaged in building greenhouses, so that the farmers can really be motivated and make this cause a long-term success..." Liu Zhanwen said this every time the province and city people came to investigate. Liu Zhanwen is certain that only when farmers are benefited would they follow the village lead to move forward with the greenhouse business.

Liu Zhanwen finally got a large amount of subsidies for the villagers to build greenhouses, but everyone's enthusiasm for building greenhouses was suppressed because the vegetables in Beigou Village were blocked when they were transported to the south in the previous year; the vegetable prices plummeted; and many farmers' hard work in a year was in vain.

What's to be done?

Party members must rush forward without hesitation when the masses retreat. Each party member "made a pledge" and signed a "Letter of Responsibility" to take the lead in building greenhouses, persuade relatives and friends to do so, and convince ordinary villagers to do so. They taught technology when there was a lack of technology and made advance payments when there was a lack of capital with only one goal in mind: the greenhouse and mulch industry in scale.

Hard work pays off. That year, the tomatoes from Beigou Village sold at high prices as soon as they entered the market, and a greenhouse earned about 130,000 yuan. Beigou Village had also become the largest greenhouse and mulch base in Yushu City.

In 2021, Liu Zhanwen will stepped down due to his growing age. Wang Chunzhuang, one of the "Post-80s", became the new Party Secretary of the village.

The industry is mature, and the villagers live affluent lives, but the land and manpower are relatively limited. Where is the potential for further development of Beigou Village? How to achieve "icing on the cake" to for a new round of rural revitalization and development? Wang Chunzhuang boarded the historical stage of Beigou Village at such a turning point.

"The rural e-commerce must develop. The greenhouse and mulch industry must grow strong. The village collective economy must expand. We must take the lead in realizing the revitalization of common prosperity and rural revitalization in the province!" With the help of the General Office of the Changchun Municipal Party Committee, Wang Chunzhuang has a clear goal and motivation.

At the east end of the village, the old greenhouse and mulch park is beginning to upgrade. At the west end of the village, the modern vegetable trading market will be put into operation in October. When the village has its own trading market, it will have the right of speech about vegetable pricing. The transportation industry, packaging industry, and even the catering industry will prosper along with it, and the greenhouse and mulch economy in the surrounding villages will also quicken their pace of development.

The Company of "Jilin Rural Credit" has opened a village governance cloud platform for Beigou Village. Various application modules such as "Direct Policy", "Sunshine Village Affairs", "Smart Party Building", "UAV Cruise", etc. have entered the trial application stage.

Vegetable experts from Jilin University and Jilin Agricultural University have successively settled in to impart planting technologies, optimize planting varieties, and bring the latest agricultural development concepts.

Beigou Village is rapidly rising in the direction of rural revitalization.
