Changchun city takes measures to boost foreign trade

The Changchun Customs in Changchun – capital city of Northeast China's Jilin province – has researched and drafted a series of measures that are designed to boost foreign trade.

The customs recently issued "16 Measures of Changchun Customs on Promoting the Stability and Quality of Foreign Trade", according to local media reports.

The new measures are said to fully ensure the stability and smoothness of a streamlined industrial chain and supply chain of Jilin's foreign trade enterprises. They feature tailor-made customs clearance plans for enterprises, to help them coordinate and resolve customs clearance problems in their imports and exports operations.

Furthermore, the customs is actively implementing measures to reduce taxes and fees and is promoting preferential measures to benefit more foreign trade business entities.

The Changchun Customs office is said to support the development of emerging business formats. Moreover, it is vigorously promoting the development of cross-border e-commerce bonded imports – as well as B2B exports and other business models – and is supporting capable enterprises to actively build overseas warehouses.

It is guaranteeing the effective supply of imported and exported agricultural and food products and other commodities. In addition, it is shortening the time limit for the filing and processing of export food production enterprises and supports the expansion of imports and exports of food and agricultural products.

Elsewhere, Changchun Customs is supporting the high-quality development of key industries in Jilin province. It accepts certification issued by an accredited third-party certification agency during inspections and in principle no longer implements samplings during inspections.

A pilot program called "declaration before verification" is being implemented for imported auto parts that are exempt from compulsory product certification.
