Northeast China's Jilin province recently launched 20 measures in six areas to stabilize employment and growth, targeting key groups such as college and university graduates, according to local media reports.
Under the measures, the province will continue to be market-oriented and promote employment. Jilin will stabilize market players and support new industries and new formats to boost employment.
Those individuals who have difficulty in finding jobs and graduates who have not been employed within two years of leaving school and who find employment in new business enterprises, will be given social insurance subsidies in line with the regulations.
Jilin plans to carry out more than 500 online and offline special recruitment drives throughout the year and promote more than 100,000 jobs to college and university graduates.
It will support State-owned enterprises to recruit college graduates. It also plans to recruit 1,000 college graduates in provincial State-owned enterprises, as well as to encourage State-owned enterprises in prefecture-level cities, county-level cities and districts to recruit 2,000 college and university graduates.
Plans are for Jilin to develop policies to expand employment. The province has stepped up recruitment by government agencies and institutions and this year the recruitment scale of civil servants and institutions will be increased by 10 percent compared with last year.
Innovation and entrepreneurship are being encouraged, in order to boost employment. This year, Jilin plans to carry out entrepreneurial training programs for no less than 31,000 people. In addition, 100,000 yuan ($15,000) of financial support will be given to college guidance service stations with a demonstration role.
For entrepreneurial incubation demonstration bases with outstanding performances, 400,000 yuan to 1 million yuan of financial support will be granted.
College graduates who start up their own businesses will be given entrepreneurial guaranteed loans of up to 200,000 yuan. Eligible small, medium and micro enterprises founded by college graduates can also get a maximum loan of 4 million yuan.
