Tongyu county in Baicheng, Northeast China's Jilin province, has launched a series of measures aimed at enhancing its business environment and attracting more projects from across the country, according to local media reports.

In 2015, Tongyu county implemented a "dual team leader system" to focus on the construction of the business environment, with the secretary of the county Party committee and the county head serving as team leaders.

The county provides free agency services for enterprises above a designated size and investment promotion projects throughout the whole process, as well as for enterprises and self-employed individuals below the designated size.

In the past five years, Tongyu has signed a total of 112 projects in effect. In 2020 and 2021, the number of contracts signed and the amount of capital attracted ranked first in Baicheng.

Over the past five years, a total of 270 key projects have been implemented, and 22.93 billion yuan ($3.6 billion) in fixed asset investment has been spent in the county.

Over the past few years, Tongyu has invested 10 million yuan in business environment construction. In 2020, another 1.12 million yuan was invested, and 31 college graduates were recruited for business environment enhancement efforts.
